Adhering to international standards, procurement policies and procedures will be the main focus of the procurement specialist.
Role Overview:
The Procurement Specialist plays a crucial role in ensuring that the organization efficiently acquires the goods, services, and resources necessary to fulfill its mission, whilst adhering to the policies and procedures of the donors. This role involves managing the entire procurement process, from identifying needs and sourcing suppliers to negotiating contracts and overseeing delivery. The Procurement Specialist ensures that all procurement activities align with the organization's goals, donor requirements, and budgetary constraints. This position requires strong organizational, negotiation, and communication skills, along with a deep understanding of procurement best practices, compliance with regulatory standards, and experience working with NGOs and international agencies.
Responsibilities:
•Develop and implement procurement policies and plans aligned with the organization’s programs and projects.
•Collaborate with program managers to identify procurement needs and ensure timely delivery of goods and services.
•Identify, evaluate, and establish relationships with suppliers, contractors, and service providers who align with the organization’s goals.
•Negotiate terms, prices, and contracts to secure the best possible value for the organization.
•Prepare and manage the tendering process for major procurements, ensuring transparency, fairness, and compliance with donor requirements.
•Evaluate bids and proposals, ensuring they meet the technical and financial requirements of the organization.
•Ensure all procurement activities comply with organizational policies, donor regulations, and local laws.
•Maintain accurate and comprehensive records of procurement activities, including contracts, purchase orders, and invoices.
•Monitor and track procurement expenditures to ensure alignment with approved budgets.
•Provide regular reports on procurement activities, including cost savings and budget utilization.
•Identify and mitigate risks associated with procurement activities, including supply chain disruptions and vendor non-compliance.
•Develop contingency plans to address potential procurement challenges.
•Work closely with internal stakeholders, including program managers and the finance team, to ensure procurement needs are met effectively.
•Liaise with external stakeholders, including donors and partners, to align procurement strategies with overall project goals.
•Continuously evaluate and improve procurement processes to enhance efficiency and cost-effectiveness.
•Stay updated on market trends, new suppliers, and technological advancements in procurement and supply chain management.
Qualifications:
•Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field.
•A minimum of 3-5 years of experience in procurement, preferably within an NGO or similar environment, with experience working with international agencies.
•Experience in procuring goods and services, preferably for NGOs,
•Strong knowledge of procurement regulations, policies, and best practices.
•Excellent negotiation, communication, and interpersonal skills.
•Proficiency in Microsoft Office.
•Ability to work under pressure, manage multiple tasks, and meet deadlines.
•Strong analytical and problem-solving skills.
•Fluent in English; knowledge of Arabic or French is a plus.
•Knowledge of STEP is a plus.
